Introduction

This semester covers 2 broad topics:

1. Kemahiran Belajar (General learning ability)
2. Malaysia Kekal Berdaulat (Sovereignty of Malaysia)

1. Kemahiran Belajar

This is pretty generic so I won't go over it. It's mostly details about general critical thinking and learning skills.

2. Malaysia Kekal Berdaulat

2.1 Sovereign Country (Negara berdaulat)

• Learning Time: 4 hours
• Learning Outcomes:
  • (a) explain the concept and characteristics of a sovereign country (menghuraikan konsep dan ciri negara berdaulat);
  • (b) explain the formation of Malaysia (menghuraikan pembentukan Malaysia).
• Notes:
  • Concept of a country (Konsep negara):
    • has borders (bersempadan);
    • has a system of government (sistem pemerintahan);
    • has a population (mempunyai rakyat).
  • Characteristics of a sovereign country (Ciri negara berdaulat):
    • is independent (merdeka);
    • is self-governing (berkuasa sendiri);
    • is "authoritative" (berwibawa);
    • has an identity (beridentiti).

2.2 Federal Constitution (Perlembagaan Persekutuan)

Provisions of the Federal Constitution (Peruntukan Perlembagaan Persekutuan)

  • (a) explain the concept and parts of the Federal Constitution (menjelaskan konsep dan peranan dalam Perlembagaan Persekutuan);
  • (b) explain the importance of the Federal Constitution to citizenship, unity, political stability, and economy (menjelaskan kepentingan Perlembagaan Persekutuan terhadap kewarganegaraan, perpaduan, kestabilan politik, dan ekonomi).

  • System - Parliamentary Democracy, Constitutional Monarchy (Sistem – Demokrasi Berparlimen, Raja Berperlembagaan);
  • List - Duties of the executive, legislative, and judiciary branches (Senarai – Tugas bahagian eksekutif, legislatif, dan kehakiman).

System and structure of government (Sistem dan struktur pemerintahan)

• Learning Time: 10 hours
• Learning Outcomes:
  • (a) explain the system and structure of government (menerangkan sistem dan struktur pemerintahan).
• Notes:
  • Roles and powers of the executive, legislative, and judiciary branches (Peranan dan bidang kuasa bahagian eksekutif, legislatif, dan kehakiman).

Democracy and elections (Demokrasi dan pilihan raya)

• Learning Time: 8 hours
• Learning Outcomes:
  • (a) discuss the practice of democracy and the electoral system (membincangkan amalan demokrasi dan sistem pilihan raya).
• Notes:
  • Election process (Proses pilihan raya).

2.3 National administration (Tadbir urus negara)

Definition and characteristics of a country (Takrif dan ciri-ciri negara)

• Learning Time: 4 hours
• Learning Outcomes:
  • (a) explain the meaning and characteristics of a country (menerangkan maksud dan ciri-ciri negara).

System and structure of administration (Sistem dan struktur pentadbiran)

• Learning Time: 8 hours
• Learning Outcomes:
  • (a) explain the system and structure of the Federal Government (menerangkan sistem dan struktur Kerajaan Persekutuan);
  • (b) explain the system and structure of the State Government (menerangkan sistem dan struktur Kerajaan Negeri).

  • Powers: Federal List, State List, Concurrent List (Bidang kuasa: Senarai Persekutuan, Senarai Negeri, Senarai Bersama);
  • Yang di-Pertuan Agong, Conference of Rulers, Commissions, Auditor General, Cabinet, Ministries, Public Corporations, and Coordination Councils (Yang di-Pertuan Agong, Majlis Raja-Raja, Suruhanjaya, Ketua Audit Negara, Kabinet, Kementerian, Perbadanan Awam, dan Majlis-Majlis Penyelarasan)
  • Federal Government including State Governments and Local Authorities (Kerajaan Persekutuan termasuk Kerajaan Negeri dan Pihak Berkuasa Tempatan);

  • (d) describe the relationship and coordination of the administration of the Federal, State, and Local Governments (menghuraikan hubungan dan penyelarasan pentadbiran Kerajaan Persekutuan, Negeri, dan Tempatan (Pihak Berkuasa Tempatan)).

Importance and challenges of good governance (Kepentingan dan cabaran tadbir urus baik)

• Learning Time: 16 hours
• Learning Outcomes:
  • (e) discuss the importance and challenges faced by the country in implementing good governance (membincangkan kepentingan dan cabaran yang dihadapi negara dalam melaksanakan tadbir urus baik).
• Notes:
  • Importance of good governance, including (Kepentingan tadbir urus baik, antaranya):
    • globalization (globalisasi);
    • competitiveness (daya saing).
  • Challenges of good governance, including (Cabaran-cabaran tadbir urus baik, antaranya):
    • public service delivery system (sistem penyampaian khidmat awam);
    • integrity (integriti);
    • human capital development (pembangunan modal insan);
    • influence of modern technology and communication (pengaruh teknologi maklumat dan komunikasi).

2.4 Sovereignty of Malaysia (Kedaulatan Malaysia)

Challenges, causes, and solutions (Cabaran, punca, dan penyelesaian)

• Learning Time: 22 hours

• Learning Outcomes:

  • (a) explain the importance of national and international security (menjelaskan kepentingan keamanan negara dan antarabangsa);
  • (b) evaluate the types of challenges faced by the country (menilai jenis cabaran yang dihadapi negara);
  • (c) discuss the causes and ways to overcome challenges (membincangkan punca dan cara mengatasi cabaran).
